How it works
Most tenants have the right to exchange with another social housing tenant. You can find potential exchange partners by visiting the HomeSwapper website.
If you do not have access to the internet, we have a monthly paper version, and you can either come into our head office to look at it, or we can post you a copy.
Both tenants who want to swap must get permission from their landlord to do the exchange. When you do a mutual exchange, it is different from a transfer. You are not getting a new tenancy; you are taking on the existing one so you need to make sure that you understand the tenancy agreement at your potential new home.
Once you find a home and apply for an exchange, we will visit you to check the condition of the property you are leaving. You will have to make sure that any repairs that are your responsibility are completed and that your rent account is up to date. You will also need to sign a disclaimer agreeing that you are responsible if we find issues that you are responsible for after you have moved out.
We will not unreasonably refuse an exchange, and we will aim to give a decision on whether the exchange can proceed within 42 days (6 weeks) of the request being made. This time will start when we have received completed forms from both you and your exchange partner.
When you are moving into a new home on an exchange, you accept the property as it is when you view it (apart from any repairs which are the outgoing tenant’s responsibility). If the person you are swapping with leaves items behind or does not clean the home thoroughly before they go, then this is something that you have to sort out, as it is not the landlord’s responsibility.
