Meet our Board

Richard Gammage – Chair of the Board
Richard has been Chair of Teign Housing since July 2024, before which he was a co-opted Board member.
He has served as the Chief Executive of two supported housing providers and primarily focused on delivering housing and support to some extremely vulnerable clients. At Two Saints, he led the delivery of supported housing services in Berkshire, Dorset, Hampshire, Isle of Wight, Portsmouth and Southampton. Prior to that, he was Chief Executive of the Stoll Foundation. His experience of social housing straddles west London, south-east and south-west England.
Richard also has extensive leadership and management experience across a wide range of organisations, including as Chief Operating Officer of the Lord Wandsworth Foundation, a Director of Cobseo, and he has had Board roles, including responsibilities for risk and finance. He has a background in managing change programmes, in project and programme development and in developing people. His academic qualifications include two master’s degrees, a BSc (Hons), and he’s a qualified teacher and former youth worker.
His passion is to make a difference to people’s lives.

Stuart Davies – Board Member and Chair of Templer HomeBuild Board
Stuart has worked in social housing for well over 30 years and is passionate about the difference a settled, secure home can make to a person’s life chances.
In the last two decades he’s been an Operations Director or Executive in some of the largest housing associations operating across the South West. In April 2020, he set up his own company.

Joanna Davoile – Board Member and Chair of the Governance Committee
Joanna brings a wealth of experience from various housing association and Board positions and contributes a broad knowledge of housing development, management, regeneration and sustainability.
She has been working in the social housing sector in England and Wales for over 20 years and has been an Executive Director for a housing association in Wales since 2022. Jo has a post-graduate leadership diploma, an MBA and is accredited as a Professional Coach.

Steve Higginson – Board Member and Chair of Audit and Assurance
Steve has, throughout his career, strived to achieve the highest standards of probity within his roles. For the last 13 years he was Director of Resources and subsequently Deputy Chief Executive for a registered social landlord in Wales and served on several Boards. Prior to this, Steve was a Regulation Analyst for the Housing Corporation.
Steve has contributed to the current rent policy for Wales, the Affordable Housing review and Community Housing Cymru, where he is currently Treasurer and a Board Member. In previous roles, he was a member of the Statement of Recommended Practice (SORP) working party and spoke at National Housing Federation Conferences.

Rebecca Harwood Lincoln – Board Member and Chair of the Customer Experience Committee
Rebecca has 30 years of global leadership experience, including marketing, project management, business planning, and international negotiation. She is currently a Board Member of SOHA Response, in addition to being an Independent Panel Member for the Wiltshire Police and Crimes Commissioner.
She believes passionately in giving back to her community and is a Governor at Bishop Wordsworth’s Grammar School, a Trustee of Edukaid (an award-winning education charity), La Folia (a music charity) as well as a volunteer for Wiltshire Creative.

Sean Palka – Board Member and Vice Chair of the Board
Sean brings a wealth of business management experience as well as strategic leadership gained in the legal sector. His legal knowledge of the property and development market enhances and complements the current Board’s combined skills and knowledge.
Sean is currently working with a homeless charity and firmly believes that everyone has the right to a safe and well-maintained home.

Colin McDonald – Independent Audit Committee Member
Colin is a fellow of the Chartered Institute of Housing and has served on the national governing body. With over 35 years of experience in the social housing sector in Somerset, he brings with him an independent view and perspective of risk management. He passionately believes that the independent scrutiny of, and challenge to, Teign Housing’s risk and audit environment is central to our continued success.
Colin has raised funds for several charities, chiefly St Margaret’s Hospice. He has chaired his local Community Land Trust and served as a trustee of Citizens Advice South Somerset and on the Joint Independent Remuneration Panel for three councils. He is semi-retired, working part time as a Rural Housing Enabler.
Meet our Executive Management Team

Tom Woodman – Chief Executive and Board Member
Tom joined Teign Housing in early 2024. He was previously Chief Executive at Cornerstone Housing, and before that was an Executive Director at LiveWest. Tom is a member of the Chartered Institute of Housing and sits on its national Policy Advisory Committee.
Tom believes that housing associations should always be focused on people rather than just properties. He is committed to Teign continuing to be an organisation that has a clear purpose and values, and makes a real difference in local communities.

Helen Hilditch – Director of Finance & Investment (Deputy Chief Executive) and Company Secretary
Helen has a degree in Economics and is a Chartered Management Accountant. She joined Teign Housing in 2016 with over 20 years of experience working in the field of finance and accounts in a range of different industries, including manufacturing, retail and the social care sector.
Helen enjoys working in an organisation that can truly contribute to the local community by providing a good standard of housing for local people.

Amanda Nicholls – Director of Customers and Communities
Amanda has over 30 years of experience in the housing sector and, prior to joining Teign Housing in 2016, held several senior positions in a local authority and two housing associations. She holds a number of housing qualifications, including a Level 5 Diploma in Housing from the Chartered Institute of Housing and an MA in Coaching and Mentoring.
Amanda firmly believes in making work fun and enjoyable whilst trying to find innovative and creative ways to achieve high performance and deliver value for money.

Alison North – Director of People and Technology
Alison joined Teign Housing in 2024 and has over 20 years of experience in the public sector in a variety of roles with a core passion for creating an environment with people and residents at the heart. Alison is passionate about customer service and is highly experienced in business change and improvement projects.
Alison is committed to high standards and quality, ensuring integrity and efficiency of information, governance systems and procedures.

Justin Glue – Director of Operations
Justin has worked for Templer HomeBuild since its creation in 2017 and has extensive experience in contract management within the housing sector. He also brings great knowledge of repairs and maintenance service delivery, having worked previously for one of the UK’s leading property services companies. Prior to this, Justin held management positions in retail, logistics and manufacturing, totalling over 25 years of commercial and operational management experience.
Justin strongly believes in supporting and guiding his team to become the best they can be to deliver excellent customer service and achieve value for money.
